This 15-credit certificate/licensure program has been approved by the Wisconsin DPI as preparation for License 80. This is a one-year program that begins each June. Applications are due by March 15. For details, see the Education program section on the Continuing Education website, www.uwec/ce.

A Master's degree in Special Education, School Psychology, School Counseling, Social Work, or other pupil services professions as well as a current Professional/Teaching License in the aforementioned pupil services professions is required. Students must have three years successful full time classroom teaching in special education OR successful experiences as pupil services professionals including at least 540 hours documented classroom teaching of children with special education eligibility.
Students must earn a B or higher in each course in order to continue in the DSEPS Certificate program and maintain a minimum total GPA of 3.0 for graduate level coursework.
Program Learning Outcomes
Students completing this program will be expected to meet the following learning outcomes:
- Students will gain an understanding of special education and pupil services within a system serving children of all abilities and strengths.
- Students will demonstrate an understanding of planning and managing special education and/or pupil services budgets and funding streams.
- Students will develop and demonstrate effective leadership skills to hire, retain, and motivate special education and/or pupil services personnel.
- Students will demonstrate the ability to interpret Wisconsin Statutes related to Special Education Law as they apply to current case law (e.g. due process, entitlement, eligibility determinations, accountability, physical restraints, family rights, and equity/opportunity for students with special education needs).
- Students will demonstrate competence in the WI Administrator and Director of Special Education and Pupil Services Content Guidelines through professional and effective leadership during a supervised 150-hour school-based practicum within a Special Education or Pupil Services department.
